Cully Transportation + Land Use
The Cully Association of Neighbors Transportation and Land Use Committee (TLC) connects neighbors with city bureaus that manage our built and natural environments. TLC helps the neighborhood provide input to the city on new developments, zoning code, transportation projects, and environmental issues. TLC also helps neighbors report problems with code violations, transportation safety, noise parking, and more and works with city officials to solve them.
The Committee
The committee typically includes CAN board members and may include anyone from the neighborhood who wants to work on transportation and land use issues. The committee hosts public meetings as needed, typically to discuss large developments, major transportation changes, and environmental concerns. Interested? We’d love to hear from you.

Transportation and Land Use Committee Responsibilities
The TLC handles CAN’s communication with the following city bureaus:
Bureau of Transportation (PBOT)
Planning and Sustainability (BPS)
The TLC also communicates with state and regional agencies including:
Oregon Department of Transportation (ODOT)
Oregon Department of Environmental Quality (DEQ)
Responding to City Notices
CAN’s TLC serves as Cully’s official distribution point for city notices on new developments, transportation projects, and major environmental permits. The TLC reviews a wide range of notices, including developments that request exceptions to zoning code, property divisions, short-term rental permits, and proposed plans for changes to streets, sidewalks, and parking. The TLC distributes notices via CAN’s email newsletter list, collects neighborhood feedback, and submits recommendations and concerns to relevant city agencies.
The TLC strives to represent the neighborhood and not only committee members in all communications with city, county, and state agencies. The CAN board votes to approve all official communications sent by the TLC.
Hosting Public Meetings
Many city approval processes, including permits for large developments, require public meetings. The TLC hosts public meetings at locations in Cully to help neighbors review new plans and provide feedback to developers, architects, and planners.
The TLC invites city bureaus and officials to share new projects at public meetings. The TLC regularly hosts meetings on upcoming transportation projects to help city planners understand neighborhood concerns.
The TLC also hosts public meetings as needed on neighborhood issues like traffic safety, noise, and parking.
Helping Neighbors with City Land Use Processes
The TLC helps Cully residents navigate the city’s code and planning and development processes. The TLC can connect you to resources on zoning, permitting, transportation issues, and more.
Input on City Planning Changes
The TLC may review and provide recommendations on proposed zoning and changes and city master plans like the Transportation System Plan or Housing Needs Analysis. All TLC communications to the city are approved by the CAN board.
