2. DONE: Public Comment Period:
a. David Sweet: letter to Trimet Community Letter for Benefits for new Ops site at Columbia and 47th Ave. Response for benefits Cully would like to see in alignment with Inclusive Cully policy. Move to approve: Isha. All in favor (all present).
b. David Sweet: Executive Session … funding mechanism letter of support for Affordable Housing and Commercial Space in Cully. Make sure we don’t want environment getting wrecked as we move forward In favor: Isha, Josh, David, Laura, Mac 10 minutes
3. DONE: The Secretary Position: Jake Antles resigned position as secretary effective tonight by email. Job entails taking notes at board and general meetings, providing them to CNN. Josh can take notes at next general meeting. Isha can help out. Jake 15 minutes

5. November General Meeting Agenda: Michael Demarco and Laura Devoss will headline Nov meeting and have suggestions for businesses to join them. Ridhi can join for City Repair – Isha will confirm. Last Coffee hour of our 42nd of the year us Friday 8-10 am. Mac 20 minutes

9. DONE: General meeting topics: Michael Demarco (Our 42nd and some businesses and Laura Devoss) will headline Nov meeting and have suggestions for businesses to join them. City Repair will join in Nov. Invite mayor. Invite new city council member. Josh can extend invite to Chloe Eudaly (Josh will invite on Thurs). December – Mailea will invites restaurants. Isha/Josh NET folks. Tanya (prescott project won’t be ready until summer – Maybe Sep or Oct 2019 on housing bond). Mac 15 minutes
10. DONE: Public Comment Period 2 (7:08 pm : Erwin what did as “quality of life/airport advisor”. PDX deicing fluid dumped in Comlumbia Slough. DEQ made aware and got it stopped. Worked with the Port to solve problem. Worked with National Guard to keep chlorinated salts in ground water (1 year of work) to make sure didn’t move into Cully. Boeing work for solvents/exhaust. Worked with Pambina and Coast Guard and Sandina (sp?) to stop propane. I was one of four people to found Columbia Slough Water Shed Council. Work with County and City on identifying Whittaker Ponds as dirty dump site to interesting natural park that’s an asset to Cully. Cully Advisory committee without any representation from board, eventually resolved and merged with CENAC. Shut down Composting Ridell … BIC fan emitting Pure Tone – outside noise control requirements for adjacent. Prepared document for CENAC on how they can use their authority to abate noise – as case and statutory law. Proved port could stop things if they wanted to. Did research for statutory and case law to airport (that they couldn’t do anything about run up noise – they could control noise if not in flying status/air worthy. Got Hush house. Got DEQ to authorize occasional permittance. Sent letter to all airlines flying into port asking them to reduce noisier aircraft. Worked on other studies to get accommodation from CNN – dedicating countless hours of time and talent for issuing many hours in Cully. Thanking for leadership. Won Portland Spirit award. Kathy and Erwin were first Cully Residents to get Portland Cully Award.
ASK: wants respect/not treat line a child (feels he’s been treated like a child). Wants to operate independently on behalf of the board.

11. Other Business:
-Josh: Zef Wagner return for Dec for Portland Hiway /Lombard/ Killingsworth address continuity.
-Rich: give update on Living Cully Plaza and $50K grant (backstory: old structure will be knocked down before end of year and Hacienda will begin construction on Las Adolitas – 135 units? … still need to secure funding before it comes back to general meeting.) Can celebrate after they have money.
-Oak Leaf in disarray in process of being expanded and more livable for tenants by St. Vincent De Paul is purchasing The Arbor (need $9 million still). 5 Minutes
