Public Comment:
What is the zoning on empty lot westside of Cully Blvd near NE Killingsworth – could this be a community garden site? The land is owned by Matt Hoffman so he would be the person to approach about this. It was noted that this property is actually located between NE Alberta and Wygant. Property information is available on Portlandmaps.com There are some vacancies of Community Gardens in Cully, Rich reported.
Discussion on Guest Speaker Ideas for CAN General Meetings: using ideas from CAN Meeting 12/13/16
-There will be no new community centers built in Portland until there is another bond measure. Colwood might be a site that could have a community center and even an aquatic center down the road. This is something that won’t be considered until that property is paid off, however.
-Infill project panel with all sides represented. City Council has adopted the plan regarding scale and type of housing but not the section on what to do with narrow lots. Community members need clarity about what the plan is and how it will impact on Cully. Community input on where changes are allowed in Cully will still be solicited. Someone from BPS might be the best presenter. Chris Browne had a speaker lined up for the January meeting from Multnomah District in Portland as they also are a neighborhood with small houses on large lots. David Sweet noted that the Multnomah District is quite different than Cully. Laura noted that what was asked for at the last general meeting was a panel to present differing viewpoints on the Infill Project. Time would be needed to put together a panel.
On January 24th Rose City Neighborhood Association is holding a meeting on the infill project at the German American Club. This would be a good meeting for those interested in the Infill Project to learn more.
-Dennis and Terese are forming an outreach work group to make connections to leaders and community members of different ethic groups. Once relationships are made they will individually be invited to come and talk about their community, their needs, how we can stand with them and welcome them into CAN. Dennis will bring an outreach proposal to the board.
-Local politicians will be approached: Ted Wheeler, Chloe Eudaly and Tawna Sanchez.
-Annual presentations from CBA and Our 42nd Ave
-Renter’s rights: Portland Tenants United Community Alliance of Tenants; Feb same night as mini grant awards
Tentative guest speaker schedule:

March – BPS on Infill Project
April/May/June – CBA and Our 42nd, Politicians

Allan De Latori – PSU aging and disabilities
Staff from city sponsored landlord training department
Connected Cully Phase 1 and Phase 2 PBOT should know in a month or two if we got funded so would be good to have project manager for phase 1 and grant writer for phase 2 come to speak

Board Member Roles – we continued working on document. Julie will make revisions and rework the document with role assignment by Board position.
Action Plan 2015-16 is not on website – Laura will send it to Chris to post
Action Plan 2016-17 Laura will redraft ; needs to be on website also.
CNN rep will keep CAN informed of the work of CNN.
Volunteer Recruitment for City Advisory Boards and Committees:
We need more than the CAN Board to carry out the work of CAN. We welcome board members and CAN members to notify the community via CAN website, newsletter and announcements at the general membership meetings when there is an opportunity to serve on City, County, Metro and State Advisory Boards and Committees, particularly if these boards and committees are working on issues that could affect Cully.
Old Business: website update: all data from old website is on the new website. Steep learning curve but Chris is working hard and will have something to share at the January general meeting. E blast was never sent asking for volunteers. It was suggested that a survey been sent out via e-blast to people asking what they would like to see on the website. Laura, Stephanie and Chris agreed to prepare the survey.
New Business:
-Oscar spoke about when he became treasurer he spoke to the board about the need for an online book keeping program. The computer CAN treasurer had been being used was old, slow and not a MAC which he was used to working with. He was now asking that the board approve paying Bob Granger who had purchased the online program.
David moved that CAN reimburse Bob Granger, second by Tristan. Motion carried.
-Cully Tree Team representative, Bruce Nelson, came to meeting seeking recognition and support from CAN for their work. They have concerns about deforestation in the neighborhood as development takes place including trees in the right of way that could be threatened. They would also like to assist the residents of Cully in learning about trees by leading tree walks. They wondered if it would be beneficial to be a subcommittee of Land Use or Parks Committee. They will announce their meetings and they will be open to CAN members.
Rich moved that the Cully Tree Team becomes a special subcommittee with a relationship to the parks and land use/transportation committees, seconded by Chris. Motion carried.
Public Comment:
Chris Browne and Bruce Nelson spoke to their concern regarding the location of the Board meetings and the Land Use/Transportation committee meetings at Cully Grove. They expressed concern that the location might be intimidating to some. It was also mentioned that, perhaps, even the church for the general meetings could be off putting. Bruce said he had spoken with a number of people about the Cully Grove location with mixed results. He also contacted PCC at NE 42nd and Killingsworth and they said we could use space there for free.
It was decided that the committee preparing the survey about the website can also ask about meeting locations.
Oscar moved to adjourn the meeting, second by Chris. Motion carried. Meeting adjourned at 9:00 pm
